British Backpacker Sentenced to Four Years in Jail for Fatal E-Scooter Crash in Perth
Alicia Kemp, 25, from Redditch, Worcestershire, Britain, pleaded guilty to dangerous driving causing death while under the influence of alcohol. The fatal crash occurred on 31 May in Perth when Kemp's e-scooter struck Thanh Phan, 51, who died days later from a brain bleed. Kemp was over the legal blood-alcohol limit at the time, and the e-scooter passenger sustained minor injuries.
Kemp was sentenced at the Perth district court to four years in prison, backdated to June 2025 for time served, with a two-year non-parole period. Her licence was suspended for two years, with potential release in mid-2027. The case prompted Perth and surrounding councils to suspend e-scooter hire services indefinitely.
Thanh Phan was described by his family as a beloved husband and father of two. In Western Australia, dangerous driving causing death carries a maximum penalty of 20 years. E-scooter riders must wear a helmet, be sober, carry no passengers, and be over 16.
