Caroline Pham to Join MoonPay as Chief Legal and Administrative Officer Following Mike Selig's Confirmation as CFTC Chair
Caroline Pham, the Acting Chair of the Commodity Futures Trading Commission (CFTC), will leave the agency to join the crypto firm MoonPay as Chief Legal Officer and Chief Administrative Officer. This transition will occur pending the Senate confirmation of Mike Selig as the next CFTC chair, who is expected to be sworn in this week.
Pham has served four years at the CFTC, including the final year as acting chair. Before her tenure at the CFTC, she was a Managing Director at Citigroup where she headed market structure. During her time at the CFTC, Pham was involved in overseeing regulatory innovation and digital-asset policy initiatives, including the launch of the pro-crypto "crypto sprint."
She announced initiatives such as a new prediction-markets project and proposed the CFTC Digital Asset Markets Pilot Program, aiming to allow Bitcoin, Ether, and USDC as collateral in derivatives. This pilot program was launched with guidance on tokenized collateral on December 8.
MoonPay announced Pham’s appointment to lead the firm’s legal, administrative, and Washington regulatory-policy strategy. The firm is expanding its enterprise stablecoin business and is working in collaboration with Exodus to introduce a USD-backed stablecoin designed for everyday use.
