David Moyes has expressed frustration with the Professional Game Match Officials Limited (PGMO), highlighting their reluctance to engage with managers and the difficulty in explaining many refereeing decisions this season.
He pointed to a specific incident from the Fulham vs Nottingham Forest match, where a penalty was awarded for Douglas Luiz's touch on Kevin, which he described as an example of inconsistent officiating. Everton's own penalty appeal was not granted in a similar context.
Moyes also referenced an earlier Brentford incident involving Virgil van Dijk that was apparently resolved later in favor of the decision initially made. Additionally, he recalled Everton being denied a penalty against Arsenal for a comparable foul by William Saliba on Thierno Barry—a decision Moyes did not criticize at the time but now uses to illustrate inconsistency in refereeing.
He argued that some clubs appear to receive favorable decisions while Everton does not, suggesting a recurring pattern of unequal treatment.
When asked about formally presenting his concerns to refereeing authorities, Moyes expressed uncertainty and criticized the PGMO's communication and the lack of clarity in explaining their decisions.
