Vitalik Buterin has acknowledged that the Ethereum Foundation has historically lacked deep expertise in peer-to-peer networking. However, progress on PeerDAS, a Data Availability Sampling prototype, suggests the foundation is now able to deliver complex networking improvements at scale.
