The restrictions have been in effect for new AI providers since October 15, 2023, and will apply to existing AI providers starting January 15, 2026. Despite these restrictions on chatbot distribution, businesses are still permitted to use AI for backend support functions on WhatsApp, like automated customer service.

The Commission's decision to open formal proceedings does not imply any prejudgment of the case's outcome and will be given priority during the investigation process.
