EU regulators carried out an unannounced inspection at Temu's Dublin headquarters under the Foreign Subsidies Regulation. Temu, which has about 116 million monthly users in the EU, is currently subject to two European Commission investigations: one into potential foreign subsidies and another under the Digital Services Act (DSA) relating to illegal-content controls.

The Dublin headquarters, located on St Stephen's Green near the Shelbourne hotel and Cantor Fitzgerald, was the site of this surprise inspection. A Commission spokesperson confirmed the unannounced inspection and noted that Temu was approached for comment.

The Foreign Subsidies Regulation targets companies believed to have gained a competitive advantage through government subsidies. This follows the EU's prior action of imposing tariffs up to 38% on certain Chinese carmakers after a World Trade Organization-based subsidy investigation.

Regarding the DSA probe, which began last year, preliminary findings from July suggested that Temu had taken insufficient actions to prevent the sale of illegal products. Temu has maintained that it conducts seller vetting, monitoring, and product takedowns as part of its efforts to comply.
