Former Tory Councillor Philip Young Faces Multiple Charges in Swindon Court

Philip Young, 49, a former Conservative councillor on Swindon borough council from 2007 to 2010, appeared at Swindon magistrates court charged with 56 offences alleged to have taken place between 2010 and 2023.

The alleged victim is Joanne Young, 48, his ex-wife, who waived her right to anonymity and is named in reports.

The charges against Young include 11 counts of rape, 7 counts of sexual assault by penetration, 4 counts of sexual touching, 11 counts of administering a substance with intent to stupefy, 13 counts of voyeurism, and possession of 230 indecent images of children, including 139 in category A.

Additionally, he is accused of breaching section 1 of the Obscene Publications Act 1959 on at least 500 occasions.

Young, who currently resides in Enfield, north London and was previously from Swindon, Wiltshire, was remanded in custody and is due to appear at Swindon Crown Court on 23 January 2026.

Five other men—Norman Macksoni, Dean Hamilton, Conner Sanderson Doyle, Richard Wilkins, and Mohammed Hassan—are also charged in the case with various rape and sexual offences as well as possession of extreme images.

The case is described as indictable-only and the magistrates' bench, chaired by Martin Clarke, sent all matters to the Crown Court for trial.
