Janet Skinner Sues Post Office for Full Redress Over Horizon IT Scandal Wrongful Conviction
Janet Skinner is believed to be the second victim of the Horizon IT scandal to sue the Post Office as she seeks full redress for her wrongful conviction. Skinner was convicted in 2007 of false accounting related to the Horizon system, but her conviction was overturned in 2021. Despite this, she has yet to receive final redress; an interim payment was deemed insufficient. Her claim involves six expert reports, with the Post Office's interim offer amounting to around 15% of the total claim.
Her solicitor stated that the legal action is being pursued due to the lack of resolution and emphasized the need for a significant change in how redress claims are handled. The Post Office and the Department for Business and Trade have previously committed to a generous approach to redress. Responsibility for Skinner's redress claim transferred to the Department for Business and Trade in June 2025.
The Post Office has apologized for the impact caused by the Horizon scandal and said it will fully engage once the claim is received. The Horizon scandal resulted in approximately 1,000 wrongful prosecutions between 1999 and 2015. Lee Castleton was the first victim to sue in March of an unspecified year.
