NSW Coal Mine Expansions Conflict with Legislated Climate Targets, Report Finds
The NSW Net Zero Commission's Spotlight Report has found that proposed new coal mine expansions would be inconsistent with the state's legislated emissions reduction targets, which include a 50% reduction by 2030, 70% reduction by 2035, and net zero emissions by 2050. The report emphasizes that climate impacts, including scope 3 emissions from coal burned overseas, must be considered in all coalmine planning decisions.
Environmental lawyer Elaine Johnson described the report as a game-changer, arguing that new coal proposals conflict with these climate targets and called for planning approvals to align with the commission's findings. The Lock the Gate Alliance noted 18 proposed expansions, including two mega expansions at Hunter Valley Operations and Maules Creek, plus eight expansions approved since 2023, and urged for an immediate moratorium on new approvals until the report's findings are implemented.
In response, the NSW Minerals Council criticized the report as flawed, asserting that coal emissions in NSW are falling and largely covered by the federal safeguard mechanism. They argue that approvals to extend the operating life of about 10 existing mines should proceed. Meanwhile, the Nature Conservation Council of NSW stated that the report demonstrates coalmining's incompatibility with a safe climate future and called for an end to the industry's free ride on pollution.
Climate Change and Energy Minister Penny Sharpe said the commission is tasked with monitoring and advising on emissions targets and that the government will consider its advice alongside other inputs in future decisions.
