Plume Network has received a commercial license from Abu Dhabi Global Market (ADGM), enabling the company to expand its real-world asset origination and distribution across the Middle East, Africa, and emerging markets, subject to further approvals by ADGM.

This general commercial license allows Plume to establish a permanent office in Abu Dhabi by the end of 2025, with commercial announcements expected in early 2026. The company plans to hire locally and build ties to regional banks and fintech firms. However, the license does not authorize token issuance or custody services. Plume is actively exploring partnerships with local institutions and pursuing authorization to provide tokenization services.

Plume Network is a modular Layer 2 blockchain focused on real-world assets (RWAs). This expansion into the UAE's fintech ecosystem follows the company's momentum in the U.S., including obtaining a U.S. SEC transfer agent license for issuing and managing tokenized securities.

ADGM, part of the UAE's fintech ecosystem, sits within Abu Dhabi, home to major sovereign wealth funds such as ADIA and Mubadala. CEO Chris Yin highlighted that the UAE and broader Middle East are rapidly becoming leaders in RWA tokenization and sees the region as a strategic partner for compliant tokenization efforts.

Plume’s geographic strategy includes the U.S., Asia, and the Middle East, leveraging favorable pro-RWA regulatory frameworks in UAE free zones like ADGM.
