Power Cuts and Casualties in Ukraine Following Large-Scale Russian Attacks Amid Winter Cold
On December 23, 2025, Ukrainian cities experienced widespread power cuts after Russia launched a large-scale drone and missile attack. The strikes resulted in two deaths, one in the Khmelnytsky region and another in Kyiv, along with several other wounded, including children.
Ukrenergo reported multiple fires across various regions and was forced to implement emergency power outages amid freezing temperatures. The attacks also affected the Black Sea areas, notably Odesa, where fires were reported but no injuries occurred. Damage included destruction to bridges, ports, and widespread electricity and heating outages for thousands of residents.
Ukrainian authorities stated that the attacks aimed to disrupt maritime logistics in the Black Sea region, particularly around Odesa. In response to the strikes, Poland scrambled jets to protect its airspace.
Meanwhile, weekend talks held in Miami involving the United States, Russia, and Ukraine made slow progress without any significant breakthroughs. The negotiations included U.S. envoy Steve Witkoff and adviser Jared Kushner, with Russia's Sergei Ryabkov describing the discussions as slow.
