UK Government's Measurable Milestones for Housing, Health, and Other Key Areas by 2029
The UK government has set a series of measurable milestones to track progress across various sectors by the end of the current Parliament, aiming to hold itself accountable and provide clear benchmarks.
In housing, the target is to deliver 1.5 million safe and decent homes in England by 2029, measured as net additional dwellings. Currently, the pace is around 200,000 homes per year compared to the 300,000 per year target, but it is expected to ramp up later in the Parliament.
For health services, the benchmark is for 92% of patients to be seen within 18 weeks by the end of the Parliament. As of October 2025, 61.7% of patients were seen within this timeframe, an improvement from 58.8% when Labour took power. The 92% target was last achieved in 2015.
Regarding living standards, real household disposable income per person is expected to grow by about 0.5% per year on average over the Parliament, with GDP per head predicted to rise approximately 1% in 2025.
In crime and policing, there is a pledge to add 13,000 additional officers, PCSOs, and special constables dedicated to neighbourhood policing by the end of the Parliament. As of 31 March 2025, there were 17,175 full-time equivalent staff in neighbourhood policing, which is 214 more than in 2024. Detailed figures are due in January 2026 and will be updated semi-annually.
Education targets include achieving 75% of five-year-olds with a good level of development by 2027-28. Data from 2024-25 show 68.3% have attained this level, up from 67.7%.
For clean power, the government aims for at least 95% clean power by 2030, a slight revision from the previous zero-carbon by 2030 goal. The National Electricity System Operator (NESO) has indicated this is possible but at the limit. As of 2024, clean power made up 73.8% of Great Britain's electricity.
