Alun Francis, Social Mobility Commissioner, has stated that the UK lacks a coherent national strategy or overarching narrative on social mobility. A recent Social Mobility Commission report warns of extreme regional disparities, with former industrial and mining areas among the worst affected. These enduring disadvantaged regions include the North East, Yorkshire and the Humber, and the West Midlands, as well as former mining areas in Wales and Scotland.

Francis noted that the government tends to focus on individuals rather than developing a comprehensive strategy; while some housing and skills policies are praised, others are described as stop-start. The report highlights that family background continues to heavily influence education and future life chances, contributing to persistent regional inequalities.

Nearly one million young people are currently outside education, employment, or training (EET). The government acknowledges this crisis and says a Milburn review will help establish a system offering every young person an opportunity. Between 2014-2016 and 2022-2024, the share of 25-29-year-olds in professional occupations increased from about 36% to around 50%, though those from lower socioeconomic backgrounds have not benefited as much.

Without an overarching national strategy, the government may struggle to effectively address these issues and implement actions to improve social mobility across all regions.
