CoinShares reported $952 million in net outflows across digital asset investment products for the week, marking the first negative flow since late November. Outflows were primarily centered in the US, which saw $990 million leave crypto funds, while Canada and Germany experienced inflows of $46.2 million and $15.6 million respectively.

Ethereum led the selling with $555 million in outflows, followed by Bitcoin with $460 million. Year-to-date, Ethereum has recorded inflows totaling $12.7 billion and Bitcoin $27.2 billion. Total assets under management for crypto exchange-traded products (ETPs) stand at $46.7 billion, down from $48.7 billion a year ago.

US spot Bitcoin ETFs posted a weekly outflow of $497.05 million as of December 19, despite cumulative inflows totaling $57.41 billion. Meanwhile, Solana and XRP attracted fresh capital, with Solana investment products seeing a $48.5 million inflow, XRP investment products $62.9 million, XRP spot ETFs $82.04 million, and Solana spot ETFs $66.55 million.

Delays to the CLARITY Act have renewed concerns among investors, sparking selling risks due to ongoing regulatory uncertainty and potential impacts on staking and market structure rules. The Senate markup for the CLARITY Act has been moved to January 2026. The House passed the bill in July 2025, but the timeline was affected by a 43-day government shutdown.

The CLARITY Act aims to clarify whether digital assets are considered securities or commodities and to define the respective roles of the SEC and CFTC. Leadership of the markup includes Senate Banking Committee Chair Tim Scott and Agriculture Committee Chair John Boozman. Prospects remain uncertain amid election-year dynamics. Senator Cynthia Lummis had previously suggested a 2025 desk action, but that now appears unlikely.
