Zelensky Appoints Kyrylo Budanov as New Chief of Staff Amid Security-Focused Reshuffle
Ukrainian President Volodymyr Zelensky has appointed Kyrylo Budanov, 39, as the new chief of staff, replacing Andriy Yermak. Budanov, who previously led the Hur military intelligence, has claimed responsibility for effective strikes against Russia. Yermak stepped down on 28 November after anti-corruption agencies raided his Kyiv home; no wrongdoing was alleged, and the reasons for the search were not explained.
Zelensky emphasized the need for greater focus on security issues, defence, and diplomatic negotiations. He has directed Budanov to update Ukraine's strategic defence documents. This appointment marks a security-focused reshuffle at the presidential office following Yermak's resignation.
Investigations have linked high-profile figures to a $100 million embezzlement scheme in Ukraine's energy sector, involving kickbacks and influence over Enerhoatom. The corruption scandal has weakened Zelensky's position and potentially jeopardized Ukraine's negotiating stance in peace talks with Russia. Russia has seized on the scandal amid Kyiv and European allies seeking changes to a US-led peace plan originally viewed as slanted toward Russia.
